Brenner base tunnel: the 2020 Strategic Infrastructure Program works the miracle, reduces costs
Perhaps the scandals affecting the major works sector in Italy, and public works in general, have influenced the content of the Strategic Infrastructure Program attached to the Economics and Finance Document approved by the Council of Ministers on 10.4.2015. From around 420 which were the strategic works to be carried out, 25 priority ones are selected (30 real if we consider some unification). It is only a question of rationalization, there is no rethinking of the general policy of the sector that has devastated and impoverished the country for decades.
Annex 3 of the Program indicates the current costs and financial coverage of the 25 priority works.
For the Brenner base railway tunnel, a cost for Italy of 4.4 billion is estimated (with coverage of 1.757 billion). Strange.
In the Strategic Infrastructure Program attached to the 2020 Economics and Finance Document, approved by the Council of Ministers on 8.4.2014, the cost for Italy was instead estimated at 4.865 billion (with coverage in our opinion of 1.651 billion gross of new allocations allocated at the end of 2020 by the so-called unblocking Italy decree law and by the 2020 stability law). Also of 4.865 billion (with coverage of 0.888 billion, before the allocations at the end of 2014) was the cost estimate for Italy in the 2012-2020 Program Agreement, Investments Part, between RFI and the Ministry of Infrastructure and Transport (table B) approved on 8.8.2014. All this against a reasonably estimated real cost for Italy of around 12 billion.
A small sample check would indicate that for other works the miracle did not occur or did not occur completely: for example, the cost of the High Speed Line Terzo Valico dei Giovi Genova-Tortona remains stable at around 6.2 billion in the three newly verified documents; the cost of the AV-AC Verona-Padua railway is estimated at 5.402 billion in the 2015 Strategic Infrastructure Program, at 5.130 billion in the 2014 Strategic Infrastructure Program but at 6.051 billion in the 2012-2016 Program Agreement between RFI and the Ministry of Infrastructure and Transport.
In short, in some cases, just a few months after the 2020 estimates, the air of spring 2020 decreases the cost of some large useless works by about 9%.
